I just tried this and it worked! as of 4/3/2019 it was actually easier than the video, you need to do it from a smartphone because the website is broken AF.
Just do the find the poochy pups mission on the yoshi thing website and it will give you 50 credits for each dog of the 3 that you find, you can find 1 on each category of the website is not actually hard to find :P
Then you'll end up with 230 coins then you can redeem the code for flipnote and then on the eshop and there! Took me like 15 mins to do all.
